In order to fulfill the rights of properties falling within Lal Dora in villages, the Cabinet led by Chief Minister Captain Amarinder Singh has approved the Record of Rights Rules-2021. Now the disputes arising out of these properties can be easily settled. The Cabinet has authorized the Chief Minister to give the final nod after clearing the draft. Apart from this, seven more important decisions were taken in the meeting.
The purpose of this rule is to help in the preparation of records of properties falling within Lal Dora in villages under the scheme owned by the Government of Punjab in collaboration with the Government of India so that the ‘Lal Lekha Mission’ can be implemented. These rules will be helpful in giving people living in villages the right to monetize properties and take advantage of various benefits provided by government departments, institutions, and banks.
In the Swamitva scheme, there is a provision to make boundaries and jugatbandi of the lands, houses, and settlements, etc. falling within the red line. An Act has been enacted which will provide a legal basis for the record of ownership prepared as per the survey. This law will give legal recognition to the record of objections, disputes, preparation or amendment of records, and the record once prepared at par with the record of agricultural land. In Punjab, the village population was kept within the red line while settling and making a marmalade of agricultural land. Jamabandis or any record of the area falling within the red line was not prepared.
