The Punjab Government on Tuesday issued notification of new rates of Rural Area Allowance. Now Rural Area Allowance has been provided at the rate of 5% of the revised pay as per Punjab Civil Services (Revised Pay) Rules 2021. This allowance is applicable to all government employees posted in the villages of the state of Punjab.
Implementing the recommendations of the Sixth Pay Commission, the Punjab Government has issued orders to implement Dearness Allowance (DA) for the employees from January 1, 2016. Under this, a monthly fixed medical allowance of Rs 1000 will be given to all. On Tuesday, the Finance Department has released the rates of DA applicable under the revised pay scale in this regard.
According to this, there will be no change in the DA applicable on January 1, 2016, as against 2 percent in the DA of July 1, 2016, 4% in the DA of January 1, 2017, 5 percent in the DA of July 1, 2017, 7 percent in the DA of January 1, 2018. The rate has been revised to 9 percent in DA of 1st July 2018, 12 percent in DA of 1st January 2019, and 17 percent in DA of 1st July 2019. In addition, the arrears relating to DA will be released after assessment from the revised pay scales.
Meanwhile, the government has decided to give a monthly fixed medical allowance of Rs 1000 to all employees as per the decision to implement the recommendations of the Sixth Pay Commission. This grant will be applicable with the revised pay scale as per Punjab Civil Services (Revised Pay) Rules 2021 and this decision will be effective from 1st July 2021.
Simultaneously, the State Government has revised the existing rate of admissible Monthly Fixed Traveling Allowance (FTA) for employees on the revised pay prescribed in various departments as per the Punjab Civil Services (Revised Pay) Rules, 2021. Under this, FTA up to level-6 pay scale will get Rs 1000 per month, level-6 to level-10 pay scale will get Rs 1500 and those above level-10 will get 2000 rupees.
Under the new decision, medical officers working in sub-health centers or dispensaries of the Department of Health and Family Welfare will also be eligible for monthly FTA. This amendment will be effective from 1 July 2021. Implementing the recommendations of the Sixth Pay Commission, the CCA of those employees who are already eligible for this allowance has been doubled.
New orders issued for NPAs
The Finance Department has given the green signal to Non-Practicing Allowance (NPA). While implementing the recommendations of the Sixth Pay Commission, this issue had become a matter of dispute between the employees and the government, but on Tuesday, issuing a fresh order, it has been decided to give NPA equal to 20 percent of the basic pay. As per the new order, the state medical and health education department, homeopathy medical officers, ayurvedic medical officers, veterinary doctors of animal husbandry, fisheries, and dairy departments will get a non-practicing allowance.
